Письмом ЦБ РФ от 30.10.2001 N 127-Т направлены списки лиц, в отношении которых, в соответствии с Указом Президента США от 23.09.2001 N 13224, заморожены находящиеся на территории США активы террористов, террористических организаций, их спонсоров и сторонников, а также наложен запрет на все финансовые операции с ними, в том числе взносы и безвозмездные пожертвования, адресованные или предназначенные террористам. Центральный банк Российской Федерации по информации, представленной Министерством иностранных дел Российской Федерации, в соответствии с Указами Президента Российской Федерации от 20 октября 1998 г. N 1271 "О мерах по выполнению резолюций Совета Безопасности ООН 1173 от 12 июня 1998 г. и 1176 от 24 июня 1998 г.", от 5 мая 2000 г. N 786 "О мерах по выполнению резолюции Совета Безопасности ООН 1267 от 15 октября 1999 г." и от 6 марта 2001 г. N 266 "О мерах по выполнению резолюции Совета Безопасности ООН 1333 от 19 декабря 2000 г." направляет обновленные списки членов УНИТА (ангольской антиправительственной группировки), а также списки физических и юридических лиц, имеющих отношение к афганскому Движению Талибан и террористической организации "Аль - Каида".
Просим довести прилагаемые списки до сведения кредитных организаций для использования в работе в соответствии с действующим законодательством Российской Федерации.

Письмом ЦБ РФ от 20.09.2002 N 127-Т в дополнение к данному документу сообщено, что в Перечень лиц, признанных поддерживающими и финансирующими террористическую деятельность, Правительство США включило гражданина Саудовской Аравии WA"EL HAMZA JULAIDAN. Письмом ЦБ РФ от 20.08.2002 N 116-Т в дополнение к данному документу направлен Перечень лиц, признанных поддерживающими и финансирующими террористическую деятельность, а также обновленные списки лиц, имеющих отношение к афганскому движению "Талибан".
